I have a Canadian keyboard, it is set to turn up and down the volume and such like, and it seems these functions are getting in the way of entering the chat? Please advice.

I think you have to hold the FN key on your keyboard first.. More of a windows issue than game issue.

I have a keyboard with similar FN-based subkeys and I can use the chat channels just fine.  That's strange.

hold FN and hit ESC to disable function lock (Or follow the manufacturers recommended method)
with function lock ON the keys do not send their normal keyscan codes

HA!

If I use the right Fn key and hold it down, I access the channels!

that is the generic sequence for disabling function lock on most laptops
but for a 3rd party external keyboard, that may not work.

I do know that you have function lock on, because of how your keys are working, but you might have to look up the manufacturer's
info on it to see how to disable it for that specific keyboard

On my laptop I had to change the way the FN key worked in the bios.
