Well, that's pretty strange that it keeps degrading. Can you run dxdiag again and look at or post the Display Devices section again?

When you ran the driver cleaner, are you sure you selected the nvidia display drivers rather than the nvidia nforce drivers? If you accidentally cleaned off the nforce drivers, then you'll want to redownload them. These are the newest ones for the nforce 4 (AMD): http://www.nvidia.com/object/nforce_nf4_win2k_6.86.html

The 84.21 driver that you downloaded should work fine. If they don't, it's definitely a problem, but not something that having an older driver CD would fix.

Ok, I got to where I got my desktop back to normal resolution finally. But I launch offline and it gets 12 fps at most.I used to get 120 fps offline..

Okay, that looks good with the exception of the desktop being in 16-bit color. change that and then test the things above (offline, sound disabled, etc)

Try getting those nforce chipset drivers.

I'm not really sure about the 83.91 drivers that you have, though. I can't vouch for their performance.

Well, that's good to know about offline mode. That narrows it down to connection or the loading of other player controlled units.

First try it online with low visible limit set. If it doesn't happen, increase it to the point where it does happen.

If it's not related to visible limit, try both Primary and Secondary networks in WWII Online settings. See if it happens on one, but not the other.

Also, what is your internet setup? Running through a hub or router?

If you still need them...
