The Weygand Plan

Is Tier 2 being used for this event? If so it doesn't make sense given that the both this event and the pervious one take place in 1940 and therefore should be Tier 0. Note, I missed the last event so I didn't see if a custom spawnlist was being used so perhaps I misunderstood the meaning of the Tier 2 announcement for this event. 

The announcement says that the Event isn't historical, and instead is exploring an alternate-history "what if". So maybe this particular what-if builds on the French and their allies having stalled the Germans in 1940-41, and having built up for a major 1st Army -- BEF -- 7th Army counterattack in central and northern Belgium in 1942.
