1.29.0.13 - Scrollbars don't look like scrollbars

The scrollbars don't have the normal up and down arrows on the top and bottom of the bars (that can be clicked to move a line upwards or downwards) and since the colors for the scrollbars are very close to the default window color for the tutorial boxes it is not obvious to new users that they are scrollbars at all. Adding the up/down arrows and making the scrollbar position/outline more distinct would help.
