Weather: rain not hitting ground when driving

Basically spawned a panny turned on road and went for a drive. Headed south then hit the downward hill before the sea inlets. The the rain was "falling behind" in elevation and was hitting mid air in front of me. When I stopped the rain slowly figured out where the ground was. I assume this bug is known however its not posted under the weather list so just double checking for it.
