Capture system bug or not?

When I go in the new bunker/house it says

"We are now capturing"

However i go upstairs and just as I step off it says "we are no longer capturing"

Bug or not? Because I can't see any reason for people not being able to cap on the floor above.

when i went into one the vary oposite happend. mine only showed capturing when i went to the second floor and back off when i hit ground floor hmmm....
