Several changes and improvements to NetCode2 in 1.31:

- Higher update rate,

- Higher priority to the NetCode2 thread on the host (so your updates get from the server to the wire a fraction of a second faster than they used to),

- Fixed the memory NetCode2 FPS meter memory leak from 1.30,

- Fixed NetCode2 calculating packet loss based on LAN speeds instead of Internet speeds (duh);

SPECIFICALLY:

- Looking for reports of unable to connect;

- Looking for packet loss / CTHL issues

I've also run with it all through the beta and has not seen any issues with CTHL or packet loss. The only connection problem is the frequent "can't connect to patch server", but it seems that's before netcode2 is even running.

reported up 13% PL during wednesday's testing (0.27). Will try to make another online test and report back any changes.
