Will the people using the highest graphics settings be at a disadvantage then the people using lower? Because if I want to display more shrubs then others and someone with lower settings shows less then me hiding in one farther away wont help. Any ideas?

The only thing you can change is radial clutter draw distance. Trees and shrubs/bushes are global and seen the same by all reguardles of settings.

I dont know but it sound possible to me since you can adjust the details of shadows and yet those are global.

Shadows and clutter are adjustable, trees and bushes and the tall/waist high grass are not adjustable.

So then is it better to play with the lowest settings to make sure you have a better chance of hiding behind a plant that can be seen by someone else? Some hills have small grass that make great cover instead of your head popping out.

The clutter draws out in a radius from your avitar, it is your machine only. It's a "imersion" type thing that offers no "cover" from being seen by others.
