downloaded game in my new computer system and when logged in the mouse does not work? any suggestions?

Errrr you downloaded 1.31 or 1.30? 1.30 needs to be run in compatibilty mode as shown in micke's link but 1.31 should see your mouse just fine.

Only if you have UAC enabled. UAC disabled... you shouldn't experience any problems.
