1.31] The brigade population bar expands beyond the box

When I entered the LW Persona screen I saw this:

(note the TOP bar, JG3 Gruppe 1)

When I expanded out the menu for the other brigades, the pop bar grew out of all proportions.

It consistently did this whenever I expanded other divisions (had to go to persona and come back in to get the first)

Still occurring in .4, BUT I now see the sequence.

IF a division has no players in it, then the brigades are collapsed to just show the Division.

When you open that division, any other brigade the bar will expand.
