The settings page won't open just comes up with the error message and asks if you want to report it to microsft or not.

The page where you select your video card sound card and such.

It comes up with the error after it upgraded and when I try to open it with the settings tab.

Settings is a stand alone executable named settings.exe. It can be found here: C:\Program Files\CRS\Battleground Europe. Settings runs automatically after the game is installed or patched.

Preferences is a tab in game that allows you to control all of the game options including those from the settings.exe.

Which one is causing you issues?

If it is settings.exe please uninstall the game and reinstall from a fresh download of the full installer:
