It seems, that pretty much everyone on the allied site at least is getting a 'pause' every 1.5 seconds.

Only does it close to the factories, an issue with the AA AI?

not playable at the moment..down to 1-4 fps in Mühlheim/Essen area.

This is our final stand defences kicking in. We secretly had been developing this weapon since campaign 58 and now it has been activated!!!

BE SCARED!

This stuttering was happening to multiple Axis players in the Dusseldorf battle yesterday. It didn't happen all the time but would kick in and last for a few minutes then stop. Really weird and annoying.

Yeah it has been happening to me as well. Hell I thought my video card was cooked for a bit there.

I didn't notice any FPS change, but I was running and I would actually fully pause for a quarter sec or so, then run for 2 sec, then pause for quarter second. It did this for quite a while, then suddenly stopped.

Note to gophur - this seems to happen when a big block of network packets appear together (some kind of strat update I think) and it takes 80ms or so to process them in a single frame. I've only seen it in big towns but that doesn't prove anything.
