2 minor binoc/lower weapon bugs

1. When lowering weapon and raising it again you can switch instantly to binocs (as opposed to having to wait for the weapon to be lowered).

2. When lowering weapon, switching to binoc (with number 0 key) and switching back to weapon the weapon is not raised and it cannot be raised with the lower/raise weapon key. You have to "fire" to active binocs before you can switch normally again.
