not shure wether it is a bug or not. Wasn´t allied RDP (french after they lost some factories) behind axis some campaigns ago and they got the same time their new TIER as we did?

Why now british are already in TIER 1 and axis still in TIER 0 (almost a day behind)?

When you loose a factory it cannot contribute to the RDP progress.

Bombing a factory affects the resupply time of the other side but no longer affects the progression.
