v1.33.09 Tested on DE Sapper.

Guess: Sappers arms "clip" through walls. Cannot place satchel properly on wall if this is the case.

Reason: When facing directly at a wall (no angles to side or up/down) and as far against to wall as possible, you CANNOT place a satchel. Moving slightly back, or looking around up/down/left/right a little eliminates this issue.
