Laffy with crit damage placing FRU

Im a 50mm PAK ... i shoot off all wheels of a driving LAFFY. he stops ... and starts smoking brown. 10 secs later a FRU appears in his front

so why can a LAFFY with a heavy crit (all wheels gone) still place a FRU ??

Can wounded infantry also not place PPOs? What about if ATP is just lowered.
