"Stug" engine bug may be fixed

I identified the problem where the engine gets stuck into a not quite started state (common with StugGs but can happen to any engine). I have a fix (in 134 soon) that I think will only correct the problem when it occurs and not affect anything else.

Since I cannot trigger the problem on cue for _all_ causes we might only be sure once it's widely tested. But it's clear from the code what happens so I just check for that state and gently correct it until the engine starts.
