Small arms range setting

If you are wounded down to 25% or lower, you cannot change the range setting on your rifle/atr/lmg or anything that has adjustable range as infantry.

Dunno if it's a feature or bug, but if it's a feature, it's a ridiculous one.

it's simply that the game engine doesn't allow most of your normal range of choices after you get wounded below a certain point (this is a global attribute so we cannot tweak it for individual nuances) ... you're basically already dead but it's waiting until your blood loss matches a dead state which unfortunately isn't until after the point where the system already figured out you ARE going to die, but you aren't totally dead yet

which is something we don't really like in terms of how it is done, but changing it is actually a pretty major job so we haven't torn that out and redone it yet

To add to what DOC said it is the difference between a kill and a death.

Your side awards you a kill whewn you take an enemy out of the fight wether that is a plane shot down and the pilot lives or an infantry casualty.

a : a military person lost through death, wounds, injury, sickness, internment, or capture or through being missing in action

You might not get a death scored against you if you live but the enemy still gets a kill. It's the timing of the reporting that seems odd here. That's largely to do with being designed first as a vehicle simulator not as an infantry game. Core stuff.
