Idle units lack frequent enough updates

Seems to be the biggest issue with gameplay currently.

Invisible EI and sinking tanks, both of these situations correct themselves when the offending unit moves or fires. Seems like updates are backburnered when units are idle.

It makes sense in any networked game to not waste network packets on objects that haven't moved, the real problem is why those objects slowly creep into all sorts of strange positions, it really should be a very simple fix to stop it happening.
