something is broken, no surrender flags have appeared at Neuf and Cobre either and there are 5 allied flags pocketed there. plz FIX!

They outta white cloth material to produce surrendering flags.They were all used up last map.

It was pointed out to me that without surrender, those allied flags will be trapped forever. That's probably not in the interest of either side, plz fix.
