You have to have the beta installed.

You have to launch the beta from the "test online" launch shortcut...start/programs/crs/battleground test/test online

I found my problem was my version of the beta was not up to date. I deleted and reinstalled and good to go.

You mean set rank?

The current beta is a release canidate version best as I know so the beta tools like .setrank are not available.
