AAA Guns on Top Armor Spawns

Not sure if this is a bug or an exploitation but really don't think AAA guns should be able to get on top of vehicle spawns. This picture was taken right before we blew the FB west of Peronne allied. You can see two axis players have AAA guns on top the vehicle spawn and are shooting the ships that spawn at the docks and also covering the bridge approach to their FB. I have seen AAA guns on top the vehicle spawn south of Abbeyville also while I was bombing the FB with my H2c. Is this a bug or an exploit?

Been posted about before and was said that its neitger a bug nor exploit due to the fsct that they are still killable and probably more vunerable as they are easier to be seen
