Trouble with aspect ratio settings

I recently changed laptops and cant seem to change my aspect ratio to 1920x1080. How can I pull this off? I don't see a settings panel in any window during startup and only see the top left 3/4 of the screen when in the game. Can someone help?

this is what I did to fix it for my situation:

FIXED:

I got it figured out. The issue is with the DPI settings and the video driver. To fix it, open up Control Panel, type Display, click on Display, check mark, "Let me choose one scaling level for all my displays" and then change it to Smaller 100%.

NVIDIA GeForce Experience now reports the correct resolution as well.

PS - The icons on my desktop are now miniscule but at least the game is in a normal format now.....LOL.....I set the display to 1920 x 1080 to resolve the icons but the game still runs 3200 x 1800
