HE rounds still need work done to them

While yes, the rats Updated the HE rounds, im still seeing many issues with them. The 127mm HE rounds on the DD's seem to be more AP rounds with a fire effect. as i fired many HE rounds at enemy infantry at a close proximity of 700m. The HE rounds land at their feet, but they still survive. same issues with the 76/75mm HE rounds.

I think they should have more purpose. Like in games such as World of Tank and War Thunder, Shermans used HE rounds to damage tigers guns and frontal/ Tracks..
