I had lag issues for a couple of months now. After talking to players who don't I discovered that all of these players have new PC's so I decided to check this out and got myself a new one too. Suddenly all my lags and stutters disappeared and I see players the same time they see me.

NOTEBOOK (old computer)
Configuration: MSI GS60 GHOST PRO 3K-097 (LINK) & 2x monitor (Asus VG278HV, Asus VX279Q)

PC (new computer)
Configuration: AMD Ryzen 7 1700, MSI ProSeries AMD Ryzen B350, MSI GAMING GeForce GTX 1060 6GB, G.SKILL Ripjaws 4 Series 32GB, Samsung 850 EVO 1TB

I've noticed while playing and observing the usage, that 1 CPU is only in use and the HD is heavily in usage too. RAM and Graphic-Card is less used.

I hope this will help you improving the game for the Steam release.

I think there is something wrong with your "old " notebook.  
It has lots of power, should do good.
