Sometime they just run in place then move or skip forward forward.  does not happen all the time but quite often.  Is this an issue that has been mentioned?

That is a result of lag/ massive packet loss.  Essentially your computer isn't receiving (or theirs is not sending) any information for a brief period of time.  So what happens is that your client says 'player X over there is 'running' so execute run animation'  but no movement data is coming in, so it renders running but not moving.  

 

It's most common when someone suffers from a CTHL and there is no incoming data at all for your local client to extrapolate from.  When it happens in vehicles they will go off angle from terrain and/or shoot skyward.

Ill check it next time it happens and see if there is loss at the same time. I usually get a good connection with a steady packet line.

Packet line needs be steady, can be missing a few dots and be ok.

if the packet line gets longer or shorter though that's also a indication of network probs.
