Rank Display - Minor

Minor bug, but potentially easy fix which I believe has the potential to have a negative impact with new players coming on. 

When viewing players on mission through the in-game mission tab, players' ranks will only display up to the player's max attainable rank. So for full subscribers non-HC, those who are HC (thus above rank 13 Lt.Col) are only going to display as rank 13 Lt. Col since this is the max attainable rank for this player. For FTP guys, all players who rank above 3 will display at rank 3.

Makes it hard for new guys to ID veterans from the mission tab alone, and HC players can only be identified now via in game tags next to their name or the .HC command.

This one's a bit hard to explain via typing so if you need clarification let me know.

So...

If you are FTP you will not see anyone's rank displaying as anything more than E3
If you are premium you will not see anyone's rank displaying as more than O5

No one will be able to see side commander etc ranks, except HC, and FTP's wont know who the ranked vets are
