Every time I spawn in my chat bar has moved half off the screen to the right . Need to move it every time ..

 Just started last week and very annoying.

try this
go to your documents folder
open battleground europe

look for wwiiol.xml
that is the file that holds all those settings

Right click it and chose properties
make sure it did not get set read only
if it did, uncheck it and relaunch game and try it.

If it did not rename it wwiiol-bak and relaunch game and see if it plays nice now
you might have to reset your settings (not keymaps, just UI settings)

 The file isn't read only and I can change the position of other things on screen and they are ok.

I edited the wwiiol.xml file 3 lines 

<value name="view.chat.visible" type="bool" value="true"/>
  <value name="view.chat.x" type="float" value="212.000000"/>
  <value name="view.chat.y" type="float" value="7.111111"/>
to what is here and it fixed the issue . 

x and y values where different and wouldn't change . I will watch it

if you are blind like me, you can up the font size larger than 12 in there
though the UI doesnt currently scale, so your mileage may vary
14 works for me, 16 messes with UI too much
