No Satchel Damage to Koln Factory #8

I may have missed the announcement with the HE audit impacts or something.....but for the entire month of June....it is not possible to place an HE satchel on the outside wall of Koln factory #8 or inside the large building inside the walls and the building itself placing a satchel on the interior factory structure and obtain any damage.  Please clarify whether the HE audit or other changes have negated satchel damage on factories in general or whether there is an issue either with Koln factory #8 or factories in general for satchel damage.  Thanks!
