Seems all panzers can be spawned with any rank.

Tiger should be like rank 8, not 0.

Yes that does seem odd, you are HC though, wonder if there could be some exception?
Do you see the same thing for non HC peoples?

Yes and it will continue until May 31st AFAIK. It's on the login page, greentags can spawn Tigers, 190's and everything else IF they've got a premium sub
