Chaumont city cp issue has already been ticketed and has even moved from individual terrain issue to a larger ticket to figure out why they are disappearing to begin with.. Its in the Developers hands.

Guess axis need to cut it off and let it surrender?

No. The axis were able to capture it.. When a building is missing (btw, there are many buildings that go missing in game but with so many buildings in game, most aren't noticed because they aren't important) you need to change its damage state and it will reappear. Best way to do it is with satchels on the ground where the building is located.

I've tracked down the code function that causes these buildings to disappear but fixing it is something else, its incredibly complicated code involving bit shifting and other techniques that I'm not 100% comfortable with yet.

CC I remember having to do this in very occasionally in other towns and at FBs occasionally. The OP said it could not be capped, not that it was not rendering.
