French HQs only have 2 bolt rifles in them, brit and german both have 20?

Is that correct?

 

And as a general question, if we are suppose to resupply from HQs - might they have a few more units in them, kinda sparse atm?

Personally, I'd cut TOE flags supply to be 1/2 of a garrison - and double the HQ supply.

(and fix the french HQ bolt rifles of course)

No this is incorrect and has been fixed as of today. French HQ now has 20 rifles.
