Yep - creating new threads in that forum is restricted to HC officers.  Though you should be able to reply to existing posts. 

If you're recommending an award, go through the HC (maybe post in the <side> secure forums), alternatively submit the request through sideout.

You can always PM Sideout , that's what i do , he is in charge 9f posting awards for both sides as far as I can gather looking at said forum.

Or you can pass it along to an HC member and he will address it.
