Inactive Towns

The addition of all the inactive/future towns on the map is skewing the webmap town ownership percentage. Axis have the allies pushed almost out of France, but it says they are only at 86% town ownership. I'm not sure how many towns are needed per percent more, but it used to be like 4 towns, so that would mean 36 more towns to get to 95% or so. Allies fewer towns than that in France, I think (spawnable/capturable towns).

Obviously this is mostly irrelevant because the factory towns will be captured first and there will be victory that way, but for future maps, it will be harder to win by the 95% rule. Also, are the towns being added being evenly distributed to each side? Because if for example you add a bunch of extra towns to allied, like the far sw of the map, then allies will start the map at a higher map percentage. Not sure if this is taken into account or if noone has considered that. 

This isn't a complaint thread, rather just want to see what others thoughts are.

I think the idea was to include a BOB scenario.

Same with Rotterdam area. I remember one map the action got up to charlois, but that was about as far north as it's ever gotten non-intermission
