Because it isn't available in normal maps; except as training.

So, during intermission, fun to fight in that terrain up there.

Not like a rat can't switch it back after captured during intermission?

It just provides a different place to fight during intermisison.

well yeah - it's not intended to be captured - that's the whole point of it.  It's the one spot on a map, where if someone wants to spawn something just to fiddle around with it, they can (with a bonus of having the ability to spawn enemy stuff closeby to test/practice). 

Also we don't sit around waiting to undo something that was needlessly done and serves no purpose what so ever.  

Sorry that we won't allow you to needlessly kill the fun of the entire playerbase.
