Found an old thread:

2f7d is an error setting up for SSL which means the user is either lacking Microsoft Internet Explorer or has a corrupted registry - may be relevant. The support ticket should get things resolved anyway.

If you are running Windows 7 the game will not work

and if it is only steam client that is giving you trouble , then contact Steam support
