Ground clutter strobing and nostalgic screenshots

I can't use the latest drivers for this graphics card but can use an older driver and the game is stable. Old driver is  23.12. But even though I have ground clutter set all the way down to the left small bits poke through and strobe when I move around. I have included a video link showing the bug and also some old nostalgic screenshots. I am going to put all my screenshots into one video, "soon".
