Since yesterday I have tried to login to the beta site with .21 installed. When I try, I am told that .21 is out of date and that .22 is required. The download process starts but then almost immediately errors off. I looked at the ftp site and see the latest is .21. Where is .22?

I would say that as we had no chance to test .21, there is definitely no .22. The beta server was not working for anyone whole weekend, although I see its down now for maintenance. Best case: they working on it, and it will be online later today; worst case: they put out the message to save us the frustration of failed logins and beta will not be online until monday.
