[1.31 offline beta] Warping/strafing still as easy as before

While running straight forward turning the avatar to left and right is slower.

However, most commonly warping is done by running "side first": you press forward and left or right strafe together + the sprint (if you have stamina left; warping works without sprint too).

This way turning around is still just as fast in the beta as before.

Comment:

Now, once you get up to the speed where your turn rate is affected, you

will have the max turn rate limiter for a second after you go back below

the threshold. This effect operates at jog+ speeds. Once you go below jog,

the effect isn't applied.

This should minimize the sprint, jog, turn fast, sprint issue discussed

here.
