Where are you seeing this delems. I just checked Verdun, Dun and Vireaux Navy Garrisons and they stand at 24.

 

Edit: OK I see it. Spawning from AB will get you 120 Rifles and Spawning from CP will get you 24. Thats the same for both Allied and Axis side, just checked Axis Navy Garrison in Sedan.

Ah, I see axis does also.  When did that change?  It has always been 30 in AB for navy garrisons.
